The Active Transportation Program's (ATP) Cycle II call for projects was held March 26, 2015 to May 31, 2015. The second cycle awarded $215M in ATP funds to help fund over $262M in projects. 88% of the funding will directly benefit disadvantaged communities.
Key changes for ATP Cycle II (For all changes, consult the ATP guidelines):
Project applications and optional MPO guidelines will be sent to the CTC instead of Caltrans.
Matching funds are no longer required but are encouraged.
an agency provides match funds, the funds cannot be expended prior to
the CTC allocation of ATP funds in the same project phase.
All projects must be federal-aid eligible for Cycle II.
A project that is already fully funded will not be considered for funding in the ATP. No exceptions in Cycle II.
must use the Caltrans benefit/cost model to quantify the safety and
mobility benefit relative to project cost and funds provided.
non-infrastructure projects, the agency must provide documentation of
environmental clearance, or that CEQA and/or NEPA is not applicable,
prior to allocation.
Agencies may transfer amounts from one
project component to another, provided the amount shifted is not more
than 20% of the amount allocated for either component.
The California Transportation Commission (CTC) may still make some modifications to the application and the ATP Guidelines, but they are not likely to be significant so it would be wise to get started now.Here’s what we recommend doing now:
