As one of 18 Metropolitan Planning Organizations in California, the Shasta Regional Transportation Agency (SRTA) is responsible for regional transportation planning and programming activities for the Shasta Region. Each year, SRTA administers over $24 million in state and federal funds for the planning, construction, operation, and maintenance of transportation projects. SRTA’s current staff of nine employees work with local, state, and federal partners to identify transportation needs, set priorities, and secure funding. One – possibly two – vacancies are open to candidates at the following classifications based on qualifications and experience.

Assistant transportation planner: This is the entry-level class in the professional transportation planning series. Initially under close supervision, performs basic professional and technical transportation planning work. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the associate level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress.

Associate transportation planner: This is the journey-level class in the professional transportation planning series. Incumbents are expected to perform the full range of professional and technical planning work in transportation and environmental planning activities, in addition to providing project management and administration. Positions at this level are distinguished from the assistant-level by performing the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise.

Senior transportation planner: This is the advanced journey-level class in the professional transportation planner series with responsibilities spanning the full spectrum of routine to highly complex transportation planning responsibilities. Responsibilities include managing transportation planning studies, land use and transportation programs, congestion management programs, as well as overseeing consultant and local jurisdictional relationships. Successful performance of the work requires a broad professional transportation planning background and skill in coordinating assigned work with that of other agencies. This class is distinguished from the associate transportation planner in that it is the highest-level class in the professional planning series with project and/or day-to-day supervisory responsibility over other professional planning staff, in addition to handling the most complex and sensitive planning projects.

Qualifications:

While expectations vary within the transportation planner series, in general, applicants should have an understanding of transportation planning principles, concepts, standards, and practices; be able to conduct analytical studies, evaluate alternatives, and make sound recommendations to management and the agency board; have an understanding of applicable federal, state, and local laws; be able to perform complex technical writing assignments; demonstrate strong presentation and communication skills; and be able to prepare clear and effective reports, correspondence, and other written material.

In addition to graduation from an accredited four-year college or university with major coursework in transportation, urban or regional planning, transportation/traffic engineering, or a closely related field, the following minimum work experience is required to be considered for this position:

  • Assistant Transportation Planner - No experience is required; however, one (1) year of technical or paraprofessional experience in an appropriate field related to area of assignment is desirable.
  • Associate Transportation Planner - Two years of professional transportation planning experience at the level of an assistant transportation planner.
  • Senior Transportation Planner - Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in transportation, urban, or regional planning, transportation/traffic engineering, or a closely related field and five (5) years of progressively responsible experience in transportation and/or transit planning or professional experience in planning, zoning and related activities, or two (2) years of experience equivalent to an associate transportation planner. Experience with complex technical writing and organization assignments and the development of presentations is required.

American Institute of Certified Planners (AICP) certification is required for the associate transportation planner position within four (4) years of hire and for the senior transportation planner position within two (2) years of hire.

Compensation:

Annual compensation range is $53,641 - $75,499 for Assistant Transportation Planner, $62,105 - $87,416 for Associate Transportation Planner, and $82,423 - $115,999 for Senior Transportation Planner, plus benefits package. Maximum pay includes up to 5% performance-based pay and 5% longevity pay after 10 years of service.

Physical Demands:

Applicants must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Although primarily a sedentary office classification, travel to off-site meetings and occasional out-of-town meetings are required.
